Green public procurement is a regulatory means of responding to the environmental problems facing society today. It concerns the integration of environmental considerations into the decision making processes involved in public procurement, as well as the regulation of the public procurement process.

The legal framework makes the integration of environmental considerations possible, whereas the situation for the practitioners implementing the legislation is not that straight forward. What does this mean in terms of the regulation of green public procurement? This thesis uses the concept of norms to study and the concept of legal rationalities to explain the regulation of green public procurement and what structure the regulatory framework takes in order to cope with social change as the world goes green.
